Hawaii Department of Health, Alcohol and Drug Abuse Division (ADAD) is the state substance use agency for prevention, treatment system planning, grants and contracts, quality assurance, accreditation of treatment programs, and certification of counselors and program administrators. ADAD is not the sole licensing authority for every behavioral health facility type in Hawaii.
Licensing Requirements
Hawaii’s current source model separates ADAD accreditation from OHCA facility licensing. ADAD’s accreditation page states that its treatment-facility accreditation standards are based on HRS 321-192, HRS 321-198, and HAR Title 11 Chapter 98. That same ADAD page directs providers seeking state licensing for Special Treatment Facilities (STF) and Therapeutic Living Programs (TLP) to the Office of Health Care Assurance, which manages state licensing for STF/TLP.
